Cloudflare Says ‘Non C’è Modo’ (No Way) In Defiance of Italy Piracy Shield Law

Security Boulevard reports that Italy’s communications regulator AGCOM fined Cloudflare about 14.2 million euros for refusing to block access to alleged pirate sites via its public DNS resolver 1.1.1.1 under Italy’s Anti Piracy Law 93/2023 and the Piracy Shield platform. The regulator says Cloudflare should disable DNS resolution and routing to IP addresses flagged by rightsholders, or take equivalent technical and organizational measures to make infringing content unavailable. 

 

Cloudflare says it will challenge the penalty and has threatened to remove its servers from Italian cities. The dispute also reflects broader criticism of Piracy Shield, including concerns about overblocking and collateral disruption to legitimate services.
