Data: Portugal sees sharp rise in content piracy

Between 2017 and March 2025, Portugal recorded 8.4 billion visits to piracy sites, averaging 1,211 visits per user—significantly higher than Europe’s average of 911 and the global average of 486. From May 2024 to March 2025, Portugal saw 187 visits per user, compared to Europe’s 108. This surge in piracy is attributed to advanced AI tools that facilitate circumvention of digital rights management and watermarking. The economic impact is substantial, costing Portugal an estimated €250 million annually. Experts recommend modernizing legislation, involving VPN providers in blocking efforts, and implementing “cease and desist” mechanisms to combat this growing issue.
