Finland gambling reform bill enters parliament
Finland has introduced a bill to reform its gambling market by ending the state monopoly held by Veikkaus and opening online gambling to private operators by 2026. Veikkaus would retain exclusivity over lotteries and physical gaming. The bill aims to reduce gambling harm by channeling users to regulated sites, improve consumer protections, and establish a new Licensing and Supervision Authority. Marketing would be regulated, and ID verification required. While the bill may be approved by June 2025, some believe a final vote will occur in autumn.
