How Congress is looking to regulate deepfakes
The article examines how the Philippine Congress is moving toward stronger regulation of AI generated deepfakes as concerns grow over misinformation, scams, election manipulation, and non consensual sexual content. Several lawmakers have introduced bills aimed at controlling how synthetic media is created, labeled, and distributed.
One major proposal is the Deepfake Accountability and Transparency Act, which would require AI generated or manipulated media to include clear disclosures showing that the content is synthetic. The bill is particularly focused on protecting elections and preventing voters from being deceived by fake political videos or audio recordings. Violations could lead to significant fines and criminal penalties.
Other proposed laws focus on protecting personal identity and likeness rights. Some bills would make it illegal to create or distribute deepfakes using a person’s face, voice, or image without consent. Lawmakers argue that deepfake technology is increasingly being used for fraud, impersonation, harassment, and sexually explicit abuse.
The article highlights concerns that the Philippines is particularly vulnerable to AI enabled misinformation because of the country’s heavy social media usage and history of online political disinformation campaigns. Policymakers fear deepfakes could intensify election manipulation and erode trust in public institutions.
At the same time, lawmakers are trying to balance regulation with free speech and creative expression. Some proposals include exemptions for satire, parody, journalism, and artistic works, although critics warn these exceptions may still be difficult to interpret in practice.
The broader debate also reflects growing international pressure for AI governance. Philippine legislators are studying approaches already being developed in the United States, Europe, and other Asian countries. The overall goal is to create rules that protect citizens from AI abuse without blocking innovation in generative AI technologies.
