Illegal Offshore Gambling Sites Draw Michigan Regulator’s Attention
The Michigan Gaming Control Board (MGCB) has intensified its efforts to combat illegal offshore gambling operations targeting state residents. In early April 2025, the MGCB issued cease-and-desist orders to 13 unlicensed gambling websites, including Lucky Tiger Casino and Rich Palms Casino, both operated by Curaçao-based Alistair Solutions NV. These platforms were found to be in violation of the Lawful Internet Gaming Act, the Michigan Gaming Control and Revenue Act, and the Michigan Penal Code, which could result in fines up to $100,000 and prison sentences of up to 10 years.
The following day, the MGCB identified 11 additional offshore operators engaging in similar illegal activities. These sites employed deceptive practices, such as withholding customer winnings and imposing excessive wagering requirements, which are prohibited under Michigan’s gambling regulations. Each of the 13 websites received formal cease-and-desist letters and was given 14 days to cease operations involving Michigan players or face further legal action.
Henry Williams, Executive Director of the MGCB, emphasized the importance of maintaining a lawful and safe online gaming environment. He reaffirmed the board’s commitment to holding illegal operators accountable and protecting Michigan residents from unregulated and potentially harmful gambling experiences. The MGCB continues to urge residents to use only state-approved and licensed gambling platforms, which are required to meet strict standards that protect players, ensure fairness, and offer recourse in the event of disputes.
