PLN 40 billion at risk from illegal gambling

The Association for Combating the Grey Area of Gaming and Mutual Betting “Graj Legalnie” warns that approximately PLN 40 billion is at risk of flowing out of Poland annually due to illegal online gambling operators. Currently, the grey market controls nearly 50% of Poland’s iGaming sector, resulting in over PLN 1 billion in lost tax revenue each year, according to the association’s president, Zdzisław Kostrubała.

 

In 2023, an estimated PLN 35 billion was diverted to illegal online casinos and betting platforms, a trend expected to worsen without intervention. The association attributes this growth to outdated regulations and is calling for urgent legislative action to address the issue.

 

With nearly 50,000 illegal gambling domains operating in Poland, the lack of active state intervention is seen as allowing unfair competition. Legal operators, such as Totalizator Sportowy, are subject to some of Europe’s highest industry taxes, exacerbating the disparity. The association is advocating for new laws to be enacted by early 2026 to combat the grey market effectively.
